The authors summarize and analyze a ten-year series of opinion surveys of British attitudes towards constitutional issues commissioned by the Joseph Rowntree Reform Trust. They argue that the general public have a good grasp of the underlying issues and are strongly in favor of constitutional reform that would lead to more public participation.
