Public policy evaluation is a key factor in improving public programmes and services. David Casado and Blanca Lázaro assess policy evaluation methods in Spain. They argue that Spain lags behind other developed countries, such as the UK, France, and the United States, in its adoption of ‘evidence based social innovation’ processes. They write that Spanish policy evaluation would benefit from embracing experimental evaluation techniques, in which programmes and policies are judged using systematic trials.
