EU should cooperate with Eurasian Union: Putin's legacy

Both in democratic countries, and especially in more authoritarian ones, leaders approaching the end of their political careers focus on their legacy. If the European Neighbourhood Policy is to promote dialogue in EU-Russia relations, the revised ENP needs to seriously take into account Putin's desired legacy. Through this policy officials from the EU and the Eurasian Economic Union could negotiate a free trade agreement.
