This article makes two comments on Anthony Burke's essay – one theoretical and the other practical. The theoretical comment is about the usefulness of the term ‘cosmopolitanism’ as opposed to ‘human security’ and it relates to the way in which the term ‘cosmopolitanism’ encompasses notions of cultural diversity. The practical comment relates, on the one hand, to the way in which international organisations like the UN, the EU or the OSCE already, to some extent, institutionalise something akin to security cosmopolitanism and, on the other hand, to the way in which the rise of a counter-terror discourse has marginalised and squeezed the possibilities for security cosmopolitanism.
