The natural condition of mankind is conflict and the natural condition of the state is war. There are enough examples: Afghanistan, the Congo, Sudan over many years, not so long ago the Balkans. And risks are all around: in the Middle East, in South Asia, in the frozen conflicts in Europe, in the unpredictable activities of North Korea.
