This output is one of two integrative papers that synthesise the work done during Phase Two of the Crisis States programme under the theme of "Cities and Fragile States". Working Paper 85 draws on the Centre's work with respect to cities and conflict and frames the discussion in relation to three identified forms of conflict that impact on cities: sovereign conflict, civil conflict and civic conflict.
