The first phase of the government’s plan for local TV envisions broadcasts via digital terrestrial television (Freeview). Sally Broughton-Micova argues that this approach is flawed, especially given that the technology may be obsolete within a few years of roll-out. Internet TV protocol should be adopted instead, as it will allow programmes to be delivered far more cheaply, allow much more interactivity with viewers, and can be complemented by other online content such as blogs and forums.
