Are donors to Mozambique promoting corruption?

This paper argues that donors are rewarding what they see as 'good performance' by allowing, and thus effectively encouraging, corruption and state capture. It also argues that donors are rejecting appeals from honest Mozambicans to do more than simply pay lip service to the need to curb corruption because they need the myth of the Mozambican success story.
