This paper examines new forms of leadership that have developed in the latter part of the twentieth century with the rise of 'anti-political' or 'neo-populist' leaders, most visibly in Latin America. The paper considers whether these forms of leadership can be observed in Africa, with particular reference to the rule of Yoweri Museveni in Uganda since 1986.
