Criticises the proposals in the "Review of Civil Litigation Costs" by Lord Justice Jackson to reform the Patents County Court to reduce the costs of litigation for small and medium-sized enterprises (SMEs), and examines whether litigation costs really represent a significant barrier to access to justice for SMEs. Discusses whether arguments in favour of reform are based on incorrect assumptions.
