The limits imposed to civil liberties and universal suffrage, the control of information and the media, the poor performance of public institutions, the increase of violence are such evident and preoccupying realities that they make it difficult to continue discussing the paradigms of a transition à la russe. The Kremlin has been gradually concentrating power in the executive, it has dangerously used the issue of international terrorism to introduce authoritarian security measures, it has taken back the control of oil revenue, rejected federalism and shown no interest in the organization of the State and its structures. Vladimir Putin has been isolating himself in a presidential regime but, in the long run, the weakness of his strategy comes from the fact that it is conceived as a counter-attack and a concentration of power rather than as a process of restructuring of the state and its modes of governance.
