Technological and social change bring new challenges to the current rules governing broadcasting in the UK, including the requirement for 'due impartiality' imposed on all broadcasters. Rising commercialisation, trivialisation, internationalisation, fragmentation and the sheer abundance of news all challenge existing regulation. At the same time, traditional regulation is unable to respond to the challenges of spin and the complexity of 21st century politics. The contributions, each from a distinguished practitioner or expert in the field, debate issues at the core of requirements for broadcasting in the new Communications Bill.
