Compilation of promising practices on combating hate speech at national level

This compilation presents a range of promising practices implemented by the Council of Europe member states to prevent and combat hate speech, in line with Recommendation CM/Rec(2022)16. Through concrete examples and innovative strategies, it highlights efforts to promote a comprehensive, multi-stakeholder approach to this issue. The book explores actions taken by public authorities, the media, civil society, and other stakeholders in addressing hate speech, while emphasizing the importance of education, awareness-raising, and victim support. This work aims to provide practical guidance for strengthening inclusion, tolerance, and respect for human rights through concrete, collaborative actions.
