Non-state actors, including grassroots groups, more formal civil society organizations (CSOs), private firms, traditional authorities and armed groups, pre-date the aid system (and indeed the state). This chapter focuses on the current state of knowledge on the evolving role of CSOs, both as conduits of development finance and as recipients. It explores the different roles played by CSOs as well as how different kinds of donors work with CSOs.
