This article investigates how states marketize a sovereign prerogative by granting citizenship in exchange for a donation or investment within a competitive market. Drawing on eight years of fieldwork in sixteen countries, it first unpacks how the state transforms citizenship issuance to become a credible market actor. Next it examines how market logics subsequently reconfigure the foreign strategies and citizenship practices of countries that become dependent on this revenue source. The final section analyzes the varied power relations between the public and private spheres in citizenship by investment programs, and the conclusion discusses the implications for neoliberalization.
