Ten of the twelve papers are from a March 1996 seminar at Hertford College, England, called to present perspectives of academics, policy makers, industrialists, and representatives from pressure groups on the regulatory processes governing the production, ownership, and exploitation of science and technology. They find a link between the political-regulatory climate, the kind of research conducted, how that research is utilized by industry, and the intent to which it is used.
