Development targets and costs
This guide seeks to assist low-income countries in the development and strengthening of poverty reduction policies and contains a number of country case studies. It has been prepared by World Bank officials with the co-operation of governments in developing countries, as well as staff from bilateral and multilateral agencies. The publication is in two volumes. The first volume deals with cross-cutting themes such as participation, governance, gender and environmental aspects, as well as core technical issues including poverty measurement and analysis, monitoring and evaluation, development targets and public spending. Volume two focuses on macroeconomic and sectoral approaches including rural and urban poverty, health and education, and infrastructure development.
