Spatial disparities in income levels and worklessness across the metropolitan areas of the European Union are profound and persistent. We analyze disparities across metropolitan regions in Europe and discuss a rich set of theories and empirical evidence that help us understand the factors driving these disparities. Europe has a long-standing tradition of using place-based policies to reduce economic disparities. We review the evidence and discuss the effects of different types of policies.
