Replication Data for: Negotiating with your mouth full: Intergovernmental negotiations between transparency and confidentiality

The core dataset utilised for this study was compiled from the EU's list of all meetings of the Council of the European Union, from 1990 to 2019 inclusive, the informal breaks recorded during those sessions, and the topics discussed therein. This core set was supplemented with data drawn from the Manifesto Project Database (https://manifesto-project.wzb.eu/), Eurobarometer (https://europa.eu/eurobarometer/screen/home), Transparency International (https://www.transparency.org/en), and the authors' original analysis, as described in the paper. All other data supporting the findings of this study were publicly available at the time of submission.
